My question is about electronics companies. We know that electronics companies have a relatively long industrial chain. What is the current situation of resuming production in this type of company? What will we do to support the promotion of collaborative resumption and production in the industrial chain? Thank you.

Xu Kemin:

Thank you for your question. At present, the average reinstatement rate in the electronic information industry has reached 95%. From the perspective of key enterprises, SMIC, BOE, Huaxing Optoelectronics, and other companies have resumed employment rates of more than 90%; Huawei has fully resumed work, and the recovery rate has stabilized at 90%; Foxconn’s 27 major factories have resumed work to 810,000 people, which has resumed work and the rate is 93.7%. Nearly 100 core supporting enterprises have resumed production and resumed production, which has helped more than 10,000 upstream and downstream SMEs resume production and stabilized the global supply chain. From the perspective of major projects, major projects such as Changjiang Storage, Changxin, Huaxing Optoelectronics, and Visionox are progressing smoothly.

The electronic information industry has the characteristics of a long industrial chain and is highly dependent on the supply chain system. Upstream and downstream companies in the industrial chain need to resume work and cooperate. In response, our ministry has adopted three measures:

The first is to provide precise services for enterprises. We should establish a “early communication-late feedback” mechanism with key enterprises, grasp first-hand situations and corporate demands in real time through telephone, WeChat, and video conferences, coordinate and solve problems in a targeted manner, and provide accurate services.

The second is to promote the resumption of production across the region and the entire industry chain. We should also establish a cross-regional daily coordination and communication mechanism, and guide local authorities at all levels to solve the problem of resumption of work, and follow up and implement them one by one. For example, in some areas, special third-level work classes have been established in provinces and municipalities. To solve the problem of returning to work, special staff and buses can be used to “receive” foreign employees to return to work.

The third one is to coordinately address the needs of epidemic prevention materials. We should help enterprises coordinate epidemic prevention supplies such as temperature guns, automatic thermometers, and masks that are urgently needed for resumption of production. At the same time, enterprises are encouraged to use the Internet, big data, cloud computing, artificial intelligence and other next-generation information technology to ensure resumption of work and production.
