According to Ma Xinqiang, Wuhan has initially established a world-class industrial cluster of optoelectronic information, advanced manufacturing, and biomedicine. At present, the total economic volume of Wuhan reaches 1.56 trillion yuan. The scale of the optoelectronic information industry in Wuhan’s “China Optics Valley” has exceeded 500 billion yuan, and the scale of advanced manufacturing and major equipment industries has exceeded 300 billion yuan.

Wuhan has become the largest optical fiber and cable, optoelectronic device production base and the largest optical communication technology research and development base in China. The production scale of optical fiber and cable is the world’s largest, the only national memory industry base and the largest domestic small and medium-sized display panel base.

“Huazhong University of Science and Technology, Wuhan Institute of Precision Measurement Science and Technology Innovation, Chinese Academy of Sciences, China Information and Communication Technology Group Co., Ltd., and China Shipbuilding Industry Corporation 717 Research Institute have also undertaken a number of fields in the fields of optoelectronic signal precision measurement, optoelectronic communications, and defense optoelectronics. A large number of major national scientific research tasks have strong R&D capabilities.” Ma Xinqiang believes that based on the Wuhan Optoelectronics National Research Center, it has sufficient conditions to apply for the Wuhan Optoelectronics National Laboratory. After the completion of the laboratory, Wuhan’s original innovation capabilities will be fully enhanced, and strategic emerging industries in Wuhan will be spawned, which will bring broad radiation effects to the rise of Central China and the development of the Yangtze River Economic Belt, and will provide strategic support to promote Wuhan’s “China·Optics Valley” to the “World Optics Valley”.

According to reports, Wuhan Optoelectronics National Research Center is one of the six national research centers approved by the Ministry of Science and Technology in 2017. It is the only national research center in the field of optoelectronics. Its predecessor was the Wuhan Optoelectronics National Laboratory (in preparation), which was built for more than ten years. The scientific research level of Wuhan National Research Center of Optoelectronics ranks first in the world’s basic research in the field of optoelectronics. It has built high-end biomedical imaging large scientific facilities, optoelectronic manufacturing micro-nano process and characterization platform facilities, extreme laser and material interaction platform facilities and other advanced scientific infrastructure.

Ma Xinqiang also paid attention to the structural imbalances of overcapacity in low-end manufacturing equipment and insufficient supply of advanced manufacturing equipment in the high-end manufacturing field. The data provided by it shows that in the field of high-end equipment, 80% of my country’s integrated circuit chip manufacturing equipment, 40% of large petrochemical equipment, 70% of key automobile manufacturing equipment, and 90% of flexible display processing equipment still rely on imports.

In this regard, Ma Xinqiang suggested that, on the one hand, it can give full play to the industrial organization role of large enterprises, center on opening up the industrial chain, build an industrial ecosystem, promote the formation of a closer new-type industrial cooperation relationship between large enterprises and small and medium-sized enterprises. It also can support leading enterprises to strengthen the integration of upstream and downstream resources and supply supporting facilities in the industrial chain, build shared manufacturing platforms, collaborative innovation platforms, etc., to promote the coordinated development of a group of small and medium-sized supporting enterprises.

On the other hand, it will promote the restructuring of the industry and cultivate large enterprises and groups with international competitiveness. Ma Xinqiang believes that the equipment manufacturing industry is capital-intensive and technology-intensive. It is necessary to take the main direction of improving the core competitiveness of the equipment manufacturing industry and increasing the scale of the industry, and take multiple measures to speed up the strategic adjustment and reorganization of enterprises, and promote cross-regional, cross-industry, cross-ownership mergers and alliances, and further develop a group of large-scale enterprise groups with strong core competitiveness and outstanding advantages in leading products.
