Yesterday morning, the Shanxi Provincial Government Information Office held a policy briefing. Li Jinping, director of the Provincial Work and Letters Department, Ma Yunxia, deputy director of the Provincial Department of Industry and Information Technology, and Hao Weidong, deputy director of the Provincial Communications Administration, interpreted the 5G development policy.

According to Li Jinping, in accordance with the arrangement of the provincial government, the Provincial Department of Industry and Information Technology took the lead in drafting the “Implementation Opinions on Accelerating the Development of 5G Industry in Shanxi Province” and “Several Measures to Accelerate the Development of 5G Industry in Shanxi Province”.  During the drafting process, the provincial leaders conducted a number of special studies and put forward guidance and clear requirements. Through systematic analysis of existing shortcomings, and full use of advanced experience, we actively benchmarked the advanced practices of 21 provinces and cities, conducted various discussions and exchanges, and listened to suggestions extensively. On the basis of soliciting suggestions from 30 provincial departments and industry representatives, improvements were made. The document was reviewed and approved at the 45th executive meeting of the provincial government on September 12. It will be issued in the near future.

Ma Yunxia said that the development goal of the 5G industry in Shanxi Province is that by the end of 2020, the 5G network in the prefecture-level downtown area will be basically covered and commercialized. The total number of 5G base stations in the province will reach 15,000, and the 5G demonstration application scene will exceed 5, 5G in the demonstration role of vertical industry has begun to appear. By the end of 2022, the province’s major urban areas have achieved continuous coverage of 5G networks. The total number of 5G base stations in the province has reached 50,000, and the 5G demonstration application scenarios have exceeded 30. The new formats and new models of 5G and vertical industry applications are basically mature, and the vertical industry is vertical. New kinetic energy has emerged, and the role of 5G in the high-quality development of related industries has been significantly enhanced, and the contribution to the growth of the province’s digital economy has become a new bright spot.

Previously, “Implementation Opinions on Accelerating the Development of Digital Economy in Shanxi Province” mentioned that by the end of 2022, 30,000 base stations of 5G base stations would be built. Ma Yunxia specifically emphasized that 30,000 seats refer to the number of new base stations. This implementation of the Opinions puts forward 50,000, referring to the number of stock 4G base station transformation plus the number of new 5G base stations.

In terms of 5G network construction and deployment, before the end of this year, China Railway Tower Shanxi Branch will co-ordinate the construction requirements of 5G base stations proposed by various basic telecommunications enterprises, and take the lead in completing the 5G base station construction plan on the premise of fully considering the protection of satellite earth stations.  During the construction, it will be steadily advanced in the order from the hotspots of the provincial capitals, the hotspots of the cities and municipalities to the main urban areas, and then to the key areas of the county, and accelerate the key areas such as the comprehensive reform demonstration area, Shanxi Agricultural Valley, Wutai Mountain and Pingyao Ancient City, as well as the whole province. The 5G network construction of the main line of transportation and important transportation hubs and hotspots will build a continuous coverage of 5G networks. By 2022, the 5G network in the main urban areas of the province will be continuously covered.

In terms of 5G power consumption and 5G base station location selection, Shanxi Province has also introduced a very strong policy.

Hao Weidong said that in order to protect the power resources required for the construction of 5G base stations and reduce the cost of electricity for 5G base stations, the first is to promote the power supply mode of the stock base station from the power supply to the direct power supply, optimize the power supply application approval process for 5G facilities, and establish a base station telegraph installation. The green channel improves the efficiency of telegraph installation for communication facilities, organizes and promotes the power supply of the base station to supply power, and reduces the cost of electricity for existing base stations and 5G base stations. The second is to support the basic telecommunications operators to participate in the electricity market transactions, and to calculate the electricity consumption by the operator base stations through smart meters, and participate in the electricity market transactions after unified calculation according to the city or province. The third is to set a target price of 0.35 yuan / kWh, and subsidize the price of 5G base stations participating in the power market transactions. At the same time, the Shanxi Provincial Market Supervision Bureau will organize the investigation and punishment of the 5G base station’s illegal charging of electricity charges and additional charges outside the electricity price to optimize the electricity environment of the basic telecommunications enterprises.

In terms of site selection for 5G base stations, the work is mainly carried out in the following aspects: First, the municipal governments should prepare a 5G network construction layout plan as soon as possible, focusing on the scale, layout and land use of the iron towers, base stations, pipelines, computer rooms and related supporting facilities. And related control requirements.  Second, before the end of March each year, the municipal people’s governments shall announce the public buildings, greening land, and open list of property resources to the basic telecommunications enterprises and Shanxi Tower, and open free public buildings and towers to support the construction of 5G base stations. Third, the municipal governments will annually include the 5G base station and network construction land demand that need to be occupied independently into the annual plan, arrange land use reasonably, and handle the warrants in time. For mobile land stations and other land with small land area and large distribution points, land can be supplied by means of construction and the easement can be obtained according to law.

For the application of 5G in the vertical industry, Shanxi Province also expressed positive support.  This year’s “Two Youth Club” held in Shanxi, the three major operators opened 528 5G base stations in the Qingqing venues, transportation hubs, hot business districts and some traffic routes, providing 5G+ media, 5G+4K, 5G +VR, 5G+MEC and other services, 5G network operation is stable, and various 5G applications have successfully carried out pilot demonstrations and received relatively satisfactory results.

Ma Yunxia pointed out that the key to the development of 5G lies in the integration and application with various industries and fields. The “Implementation Opinions” proposes pilot demonstrations of 5G applications in 11 key areas: “5G+” intelligent mines, intelligent manufacturing, industrial internet, smart spots, smart agriculture, ultra-high definition video, smart education, smart medical care, intelligent transportation, smart government and smart city.

Through the demonstration guidance of these 11 fields and the close cooperation of all parties, Shanxi Province hopes to cultivate a number of typical application scenarios and explore the formation of a number of industry application benchmarks with distinctive features, outstanding highlights, and can be replicated and promoted. The “Several Measures” of 5G Industry Development will strongly support the “5G+” vertical industry integration innovation, giving enterprises 30% of the completed investment amount and no more than 5 million yuan of funding.  We will also support the 5G Innovation Application Competition and select 5G innovative applications with high economic benefits, strong social impact and strong industry as a key demonstration application.
