On April 2, data from the Government Procurement Center of the Central State Organs showed that as of March 31, Alibaba Cloud ranked first in the cloud computing procurement market of the Central State Organs, with a share of more than 50%. Procurement records show that the government has accelerated the application of cloud computing. Taking cloud host procurement as an example, the total number of transactions in the first quarter of 2019 by the central government was 70 sets, and reached 1,512 sets in the first quarter of this year, a year-on-year increase of up to 2060%.

According to procurement records, Alibaba Cloud has the largest share, and Huawei Cloud, Tianyi Cloud and Inspur Cloud are ranked two to four. According to Xu Enqing, deputy director of the Cloud Computing Department of the Institute of Cloud Computing and Big Data, China Information and Communication Institute, according to the procurement and supply agreement, customers with less than 1 million central government financial allocation projects can directly choose cloud service providers to place orders through the central government procurement network without bidding.

“This greatly simplifies the procurement process of the project and increases the efficiency of government procurement. Since this year, with the acceleration of new infrastructure, cloud service providers such as Alibaba Cloud, which have the advantages of self-developed technology, will get more opportunities”, Xu Enqing said. In addition, Jinshan Cloud, Mobile Cloud, Dawn Cloud, Woyun, etc. also provide cloud computing support for central state organs.

It is understood that the bid invitation announcement for the “Software Procurement and Procurement Project of the Central State Organs in 2019” was officially released in August last year.  Software agreement procurement projects include traditional software (1-36 packages) and cloud computing (37-41 packages). According to the procurement catalog, the content of cloud computing procurement involves products such as virtual hosts, object storage, block storage, load balancing, web firewall and so on.

Ali’s Digital Government Strategy

On August 21, 2019, the bidding announcement for the “Software Procurement and Procurement Project of the Central State Organs in 2019” was officially released. Software agreement procurement projects include traditional software (1-36 packages) and cloud computing (37-41 packages). Alibaba Cloud has been shortlisted for all cloud computing services. The procurement content includes: virtual hosting, object storage, block storage, load balancing, web firewall and other cloud service products.

The supply limit for this agreement is 1 million. For projects funded by the central government within 1 million, customers can place orders directly through the central government procurement network without bidding. This greatly simplifies the project procurement process and increases government procurement efficiency.

According to the “Digital China Construction and Development Report (2018)” issued by the State Cyberspace Administration, China’s digital economy reached 31.3 trillion yuan in 2018, accounting for 34.8% of GDP. The digital economy has become an important support for China’s high-quality economic development. In order to support the construction of Digital China, in July 2019, Alibaba announced a strategy for upgrading its digital government services, integrating Alibaba Cloud, Alipay, Dingding, Gaode and other government-oriented technologies, products, services and resources to fully serve the digital government strategy.

As early as 2016, the Alibaba Cloud e-government cloud platform passed the cloud security service network security review (enhanced level) of the party and government departments, becoming the first national cloud platform that can carry sensitive information and important government services in the community cloud model.

In May 2019, Alibaba Cloud’s “e-government cloud platform system” officially passed the third-level evaluation of network security level protection. This is the first cloud platform in China that has passed the national standard assessment of the isocratic 2.0 after the release of the official national standard GB / T 22239-2019 “Basic Requirements for Information Security Technology Network Security Level Protection”.

At present, in the field of digital government, Alibaba has reached cooperation with 30 provinces and municipalities across the country, including Beijing, Shanghai, Tianjin, Fujian, and Hainan, covering 442 cities, including more than 1,000 service types, and serving 900 million users.

Alibaba Cloud was established in 2009, and the “public cloud container report 2020” released by Gartner, an internationally renowned research organization, shows that Alibaba Cloud has been the only Chinese company selected for two consecutive years. Compared with last year, Alibaba Cloud has gone a step further in product richness, and has become the most complete cloud service provider for container products in the world alongside AWS.

Gartner’s public cloud container report has strict selection criteria. It needs to evaluate cloud vendors in 10 product dimensions, including serverless containers, service grids, security sandbox containers, hybrid cloud, and edge. The report results show that Alibaba Cloud and AWS have the richest product layout, covering 9 product capabilities, leading Google, Microsoft and IBM.

In addition, according to “IDC MarketScape: China Government Affairs Big Data Management Platform 2018 Vendor Evaluation”, Alibaba Cloud was ranked first in the strategy for its advantages of high R & D investment and rich support for innovative government applications.
