In other words, it emphasizes governance. I have studied the general secretary’s statement on Internet power. In fact, regarding the development of the Internet, the Party Central Committee and the State Council should have always emphasized the two-wheel drive of development and governance, informatization and security. It has never been said that only development does not govern.”

“Governance does not mean not to develop, and even when problems arise, it cannot be simply summed up as ‘fast’.
