The data center ranks as the first aspect of the computing power infrastructure. The meeting also introduced the following four aspects of the new infrastructure, which will focus on “doing a good job of project construction”.
Wu Hao, Director of the Innovation and High-Tech Development Department of the National Development and Reform Commission, said that preliminary research believes that the new infrastructure is guided by new development concepts, driven by technological innovation, and based on information networks. Infrastructure systems for services such as digital transformation, intelligent upgrades, and integrated innovation.
At present, the new infrastructure mainly includes three aspects:
- Information infrastructure. It mainly refers to the infrastructure generated based on the evolution of a new generation of information technology, such as the communication network infrastructure represented by 5G, the Internet of Things, the Industrial Internet, and the satellite Internet, and the new represented by artificial intelligence, cloud computing, and blockchain. Technical infrastructure, such as computing power infrastructure represented by data centers and intelligent computing centers.
- Converged infrastructure. It mainly refers to the in-depth application of Internet, big data, artificial intelligence and other technologies to support the transformation and upgrading of traditional infrastructure, and then form a converged infrastructure, such as intelligent transportation infrastructure, smart energy infrastructure, etc.
- Innovative infrastructure. It mainly refers to the infrastructure with public welfare attributes supporting scientific research, technology development, product development, such as major scientific and technological infrastructure, science and education infrastructure, industrial technology innovation infrastructure, etc.
Also pointed out that with the technological revolution and industrial transformation, the connotation and extension of the new infrastructure is not static, and the NDRC will continue to follow up and study.
He also introduced the next step of the National Development and Reform Commission is to work with relevant departments to deepen research, strengthen overall planning, and improve the system, and do a good job in four aspects of the new infrastructure.
Strengthen the top-level design. Studying and issuing relevant guidance to promote the development of new infrastructure.
Optimize the policy environment. Focusing on improving the long-term supply quality and efficiency of new infrastructure. We will revise and improve the access rules that are conducive to the sustainable and healthy development of emerging industries.
Do a good job in project construction. Accelerating the deployment of 5G networks, promoting the optimization and upgrading of optical fiber broadband networks, and accelerating the construction of a national integrated big data center. We will steadily promote the “digital +” and “smart +” upgrades of traditional infrastructure. At the same time, innovative infrastructure is deployed ahead of schedule.
Do a good job of overall coordination. Strengthening departmental collaboration and accelerating industrial maturity and facilities improvement through pilot demonstrations and compliance guidelines. Promoting government-enterprise collaboration, stimulating the investment enthusiasm of various entities, and promoting the mutual promotion of technological innovation, deployment and construction, and integration and application.
