According to the express tracking record, the two parcels sent to Huawei from Tokyo on May 19 and May 20 were originally scheduled to be delivered to Huawei on May 23 but were sent to Memphis, Tennessee. Two other parcels issued from Hanoi, Vietnam on May 17 were originally scheduled to be shipped to Huawei’s Hong Kong and Singapore offices, but were intercepted after arriving at Hong Kong and Singapore’s local FedEx station on May 21, due to “delivery.” abnormal”. According to FedEx’s website, the status “abnormal” means that an incident has prevented the delivery of the package, such as customs delays, holidays, or unacceptable delivery. FedEx declined to give an exception to the case and said it had not received any other requests.
However, according to an email from Huawei to Reuters, on May 22, a customer service representative of FedEx in Vietnam said in response to their inquiry that they received a notice from the US head office requesting to save the package and return it to the US. Therefore, the goods were not delivered to the consignee but were detained. Huawei told Reuters that two packages in Vietnam were sent by their freight forwarders, which contained urgent documents. According to the FedEx tracking records provided by Huawei, Huawei has received a package from Vietnam and the other is already on the way.

Huawei spokesperson Joe Kelly told Reuters: “Recent experiences have shown that important business documents sent through FedEx are not delivered to destinations, but are transferred to FedEx in the United States, or being asked to transfer to FedEx, which has weakened our confidence.” He also said that due to the direct consequences of these incidents, the relationship with FedEx will have to be re-examined.
Huawei said it has filed a formal complaint with the China Post Regulatory Authority, which is investigating the incident.
In response to this, FedEx spokesman Maury Donahue told Reuters that the parcels were “wrongly sent” and that FedEx did not receive any other requests. FedEx said: “This is an isolated issue and is limited to a very small number of packages.”
As early as the 23rd of this month, FedEx said on its official Weibo that news about the recent social media platform rumors that FedEx confiscates customer shipments and transshipped them to the United States is seriously inconsistent with the facts.

According to previous reports, the US Commerce Department issued a statement on the 15th that it is including Huawei and its 70 affiliates in the US “entity list”, prohibiting Huawei from obtaining components and related technologies from US companies without the approval of the US government. On the 20th, the US side stated that it would delay the ban on Huawei for 90 days until the middle of August.
